Pharmacy needs greater increase in Medicaid generic drug reimbursement

The U.S. House of Representatives is expected to begin debating its health reform bill Saturday. Pharmacy needs to urge them to increase the Medicaid generic drug reimbursement rate by at least 200 percent.

Proposed health reform legislation would restore some of the billion of dollars in Medicaid generic drug cuts made in the Deficit Reduction Act. The currently proposed House health reform bill sets the maximum reimbursement rate at 130 percent of weighted average AMP.

We thank the House for restoring some of these cuts, but this rate is too low! The reimbursement rate must be increased to a minimum of 200 percent of weighted average AMP.

Your representatives need to know the effect of inadequate Medicaid reimbursement on your business. The average independent community pharmacy derives more than 90 percent of all revenue from prescriptions sales, and 15 percent of all prescription revenues from Medicaid.

You and your colleagues should call your U.S. Representative as soon as possible. Explain the effects of inadequate reimbursement on your business.

A vote could come at any moment. Call before the vote to give your representative the information s/he needs to represent independent community pharmacy in what could be a tiring, testy debate.

Rep. Hopson switches to GOP

Pharmacy's most valuable and reliable representative in the Texas Legislature, Rep. Chuck Hopson, RPh announced Friday he has resigned from the Democrat Party and will formally join the Republican Party next week.

U.S. Sen. John Cornyn will join Rep. Hopson at a news conference in Jacksonville. Also attending will be local and state leaders, including Texas House Speaker Joe Straus, Texas Agriculture Commissioner Todd Staples, and East Texas Republican officials.

Rep. Hopson commands a lot of respect on both sides of the aisle, and House members consider him the go-to guy on pharmacy issues. His house committees include:
  • General Investigating and Ethics/Chair;
  • Pensions, Investments and Financial Services; and
  • Public Health
He was instrumental in passage of pharmacy legislative initiatives, including increased PBM transparency and mail order parity in state PBM contracts. The Texas Pharmacy Business Council is committed to his re-election.

Rep. Hopson owns May Drug, an independent community pharmacy in Jacksonville and is a member of American Pharmacies.

Hopson said he believes it is important to announce his decision immediately in fairness to the Texas Democrat Party to allow them time to select a Democrat nominee for the 2010 election. "I believe in democracy and respect its process," Rep. Hopson said. "I will be running as a Republican in 2010 and will campaign hard to win the Republican primary and general elections."

The district includes Cherokee, Houston, Panola, and Rusk counties. Rep. Hopson has represented East Texas in the state legislature since 2001.
